                                     Something New Is Happening At The City Council.

More money is slated to go to the ACC, trying to make up for the disastrous budget cuts the DOH imposed on
the ACC starting in September 2009.

The proposed new budget for the DOH would give the ACC $837,000 sometime after July 1, 2011, and
sometime after July 1, 2012, an additional $2.25 million.  These monies are slated to restore some (but not all)
of the key services that the ACC eliminated in response to DOH budget cuts.

Apparently, the DOH (and the City Council) finally realized that the ACC is dying ... financially.  ACC Board's
newly created "fundraising" committee (headed by DOH Commissioner/ACC Chairman Dr. Farley) belatedly
realized that people do not want to donate monies to City agencies, which is what the ACC is.  Moreover,  
people don't want to give money to a pretend charity that is secretive and misleading about its procedures and
statistics.


This is a good first step ... but ONLY the first step.  The second step: remove the DOH's stranglehold over the
ACC.

New Needs

Expansion of Animal Care and Control Services. The Department proposes to budget $837,000 in Fiscal 2012
and $2.25 million in Fiscal 2013 and in the outyears to expand the level and array of services at Animal Care
and Control’s shelter and field services. These additional resources will be used to increase clinical staff at full
service shelters to also provide additional support for animal adoption, rescue organization coordination and
public communications. Funding for field services will also be issued to transport animals to and from receiving
centers, pick up stray, injured and sick animals and to provide public health response to potentially rabid
animals.
