UPDATE ON CAARA as of 2/11/12

has raised the alarm: the ASPCA is behind a stealth bill that would
undercut core provisions of the
Companion Animal Access and Rescue Act (CAARA) bill
that New York State Assemblyman Micah Kellner introduced last year.

The ASPCA's bill is scheduled to come to a vote on the NYS Assembly floor this coming
Wednesday, February 15th.

As Mr. Winograd explains, the ASPCA bill ensures that animal shelters in New York
State can continue killing animals that could have otherwise been saved by rescue
groups.

We also note that the ASPCA's bill omits the standard of care that CAARA would
impose on every animal shelter in New York State (including NYC's notorious
Animal Care & Control).  Those basic care requirements include fresh food and
water, enrichment, clean cages and kennels, freedom from contagious
diseases, exercise,  prompt and continuing medical care for its animals, and
freedom from pain.

Best Friends has also thrown its support behind CAARA.

We must -- and can -- defeat the ASPCA's bill.

Following Mr. Wingrad's instructions, here is how you can contact all the appropriate
elected officials in Albany who will vote on the ASPCA bill:


The vote is Wednesday and it is expected to pass. WE MUST NOT ALLOW THAT
TO HAPPEN. New Yorkers, urge the Agriculture Committee to vote "No" on the
ASPCA fake rescue access and quick kill bill (you must use all four alerts to
contact ALL members of the Ag Committee):

the name "The American Society for the Prevention of Cruelty to Animals") continues at
the ACC.
