Martha C. Armstrong (Senior Editor)
Ms. Armstrong joined The HSUS in January 1996 as vice president of Companion
Animals. She directs all programs and campaigns related to the protection
of dogs, cats, other companion animals and equines both nationally and internationally.
These include "Animal Sheltering" magazine and other HSUS programs
designed to assist and support local animal care and control agencies. Ms.
Armstrong also serves as the Vice President of the National Council on Pet
Population Study and Policy, a coalition of eleven of America's foremost
animal organizations concerned with the issue of unwanted pets in the United
States. She has an extensive twenty-year background in animal protection
and advocacy, which includes management of shelters in California, Virginia,
and Tennessee and legislative activities on the local, state, and federal
levels. For the ten years prior to joining The HSUS, Ms. Armstrong served
as director of animal welfare and legislative issues for the Massachusetts
SPCA (MSPCA) in Boston. She is also a clinical assistant professor at Tufts
University School of Veterinary Medicine in the Masters of Animals and Public
Policy Program.
Sally Fekety (E-Team Coordinator)
Ms. Fekety has been with The HSUS since 1993, and directs all programs relating
to the field of animal care and control, including training, The HSUS Evaluation
Team program, campaigns, and publications. Ms. Fekety works daily with animal
shelters across the country, is involved with animal protection legislative
issues in Washington, D.C., and has served as a team member of several HSUS
disaster response efforts. Ms. Fekety serves as the Public Information Chairperson
for the National Council on Pet Population Study and Policy, a coalition
of eleven of America's foremost animal organizations concerned with the
issue of unwanted pets in the United States. Prior to joining The HSUS,
Ms. Fekety spent eight years at the Humane Society of Huron Valley in Ann
Arbor, Michigan, working in a wide range of positions including community
education director, adoptions and volunteer coordinator, and head veterinary
technician in a low-cost spay/neuter clinic. In addition, Ms. Fekety has
served on three institutional animal care and use committees and has been
certified in euthanasia and wildlife rehabilitation.
John Snyder (HSUS E-Team Leader)
Mr. Snyder began his career in animal protection in 1974 with Alachua County
Animal Services in Gainesville, FL. During his tenure, he received awards
for innovative animal care and control programs, as well as for excellence
in workshop presentations from the American Humane Association. He was named
"Citizen of the Year" by the Florida Veterinary Medical Association
and is past president of both the Florida Animal Control Association and
the National Animal Control Association. Most recently, Mr. Snyder has served
as vice president of the Society of Animal Welfare Administrators. He completed
his tenure at Alachua County Animal Services in July, 1998 and began work
as The HSUS Program Director for Companion Animals. Mr. Snyder's on-site
areas of emphasis during the CACC E-Team included (but were not limited

Kathy Savesky
Ms. Savesky is an independent consultant and writer with more than 25 years
experience in animal protection and nonprofit management. She has served
as executive director of the Peninsula Humane Society in San Mateo, California;
vice president for Humane Services of the Massachusetts SPCA; director of
The HSUS's National Association for Humane and Environmental Education;
and director of education and public relations for the Indianapolis Humane
Society. Ms. Savesky has been a member of various local, state, and national
boards and committees, including The HSUS's National Companion Animals Advisory
Group and the National Association for Humane and Environmental Education
Advisory Group. She serves as a frequent consultant under The HSUS's Evaluation
Team program and has written for a variety of animal protection publications,
including Animal Sheltering Magazine. A frequent speaker at conferences
and meetings, she is regularly sought out to present or conduct workshops
in the U.S., U.K., and Canada on topics as diverse as humane education,
feral cats, program management, and board development. Ms. Savesky's on-site
areas of emphasis during the CACC E-Team included (but were not limited

Natalie DiGiacomo
Ms. DiGiacomo began working with The HSUS in 1997 as Program Coordinator
for The HSUS Mid-Atlantic Regional Office after earning a M.S. degree in
Animals and Public Policy from Tufts University School of Veterinary Medicine,
Center for Animals and Public Policy, where her thesis work examined the
relinquishment of companion animals to animal shelters. Ms. DiGiacomo has
worked in animal shelters since 1991, and in her current position, addresses
a wide variety of topics with a focus on companion animal and sheltering
issues. She is also a contributor to The HSUS Animal Sheltering Magazine.
Ms. DiGiacomo's on site areas of emphasis during the CACC E-Team included

Amy Suarez
Ms. Suarez comes to the HSUS Evaluation Team with over 20 years of animal
care and control experience. Mr. Suarez earned a degree in Veterinary Technology
from the State University of New York at Delhi. Prior to working for The
HSUS as a Program Coordinator for The HSUS Northern Rockies Regional Office,
she was Field Supervisor for Alachua County Animal Services in Gainesville,
FL. She also served as Court Liaison, Dangerous Dog investigator and Field
Officer for Orange County Animal Services in Orlando, FL, as well as Zookeeper
for Dade County Metro Zoo in Miami Florida. In addition, Ms. Suarez has
served as Disaster Committee Chairperson for the National Animal Control
Association, Disaster Designee for the American Humane Association, and
Vice President of the Montana Animal Control Association. Ms. Suarez's onsite
areas of emphasis during the CACC E-Team included (but were not limited
to):
Robert Hoffman, DVM
Dr. Hoffman serves as an independent veterinary consultant for The HSUS
professional E-Team program. Dr. Hoffman received his veterinary degree
from Colorado State University's College of Veterinary Medicine, and has
eleven years of experience as a shelter veterinarian, including at the Anti-Cruelty
Society in Chicago, IL, and San Francisco Animal Care and Control in San
Francisco, CA. Dr. Hoffman was also a deputy Animal Control Officer for
SFAC & C, and graduated from the California State Humane Officer Academy.
In addition, Dr. Hoffman is a co-founder of the Association of Animal Shelter
Veterinarians. Dr. Hoffman's on-site areas of emphasis during the CACC E-Team
included (but were not limited to):
Leslie Sinclair, DVM
Dr. Sinclair directs HSUS programs related to veterinary issues and animal
behavior, including outreach to and liaison with the veterinary and animal
health care communities. She is a graduate of the Texas A&M University
College of Veterinary Medicine and is the former chief veterinarian for
the Houston SPCA in Houston, TX. Additionally, Dr. Sinclair has worked with
the Fund for Animals' mobile Spay/Neuter Assistance Program in Houston.
She is a member of the American Veterinary Medical Association, Maryland
Veterinary Medical Association, American Animal Hospital Association, American
Veterinary Society of Animal Behavior, and the American Veterinary Medical
Law Association. Dr. Sinclair serves on the Scientific Advisory Committee
to the National Council on Pet Population Study and Policy and the Maryland
Veterinary Medical Association's Human-Animal Bond Committee. She is a frequent
lecturer at conferences and conducts workshops on shelter health care. She
is a regular contributor to The HSUS Animal Sheltering Magazine and
HSUS News. Dr. Sinclair's on-site areas of emphasis during the CACC
