Julie Bank: While Ms. Bank’s resume boasts over 30 years experience with animal shelters, her few years as a shelter executive director of shelters were filled with failure and controversy. But she was the DOH’s choice because (a) she wanted the job; (b) was willing to accept the DOH’s rules and budget; and (c) ready to misrepresent conditions at the shelter AND the DOH’s indifference to animal care.

Richard Gentles: Director of Fundraising and Communications. Mr. Gentiles has been the most expensive AC&C hire the DOH ever made. The DOH had to pay $1 million in damages for having fired an AC&C officer to give his job to Gentles, who had no background in shelter management. Since 2003, Gentles has kept his job through 7 different Executive Directors. He has the magic charm gene. (He had been charged with perjury while he was a Parks Department employee.)

Risa Weinstock: General Counsel. In 2009 served for a few months as the AC&C’s General Counsel. She left. In October 2009, the DOH asked her to serve as “interim” Executive Director. Ms. Weinstock had no experience running a shelter. It was during her period as ED that she “negotiated” the new 5-year contract with the DOH (meaning, the DOH dictated the contract). She accepted all the DOHs cuts without protest. She currently serves as General Counsel.

Douglas Boles: Director of Operations. Julie Bank hired Mr. Boles in 2011, although he had absolutely no experience in Shelter Management.

Medical Director: There isn’t one. The AC&C hasn’t had a Medical Director since February 2011. No one wants to risk their license and reputation.
