With the City funding $5.7 million of CACC's $6.4 million budget, America's largest animal shelter system is still underfunded by less than half the level recommended by the major humane organizations. In addition, this year NYC has a huge budget surplus. The Mayor just allocated an additional $2 billion to the Child Welfare Department, bringing them up to $3.5 billion. The Board of Ed budget is $8 billion. The City Budget is more than $34 billion. The Mayor throws NYC's animals a bone with a paltry $500,000, after cutting the budget $220,00 last year,
While Mayor Rudolf Giuliani touts NYC as the greatest city in the world, more than 45,000 animals are killed each year because of his callous anti-animal policies. There is no low-cost public spay/neuter programs, no city-wide adoption locations, no humane education, and no target goals to reduce the kill rate. It is no wonder the Mayor has been dubbed by many animal advocates "Rudy Crueliani."
