The following is the complete texts of the letters of Deputy Mayor for Operations Randy Mastro firing independent CACC board members Louise Murray and Rosemary Joyce and replacing them the same day. The letters were delivered to the press room while Dr. Murray and Ms. Joyce were still in City Council chambers giving public testimony.

Pursant to the authority vested in me by the By-Laws of the Center for Animal Care and Control Inc. (CACC), I write to inform you that you are terminated as a member of the Center's Board of Directors. This termination is effective immediately.
As I told you at our June 4 meeting, I remain concerned about (i) your insistence on requiring the next Executive Director to have animal shelter experience but your inability to identify qualified Executive Director candidates with such experience (the only candidate you identified in the past several months withdrew to accept another high paying position) and (ii) your personal resistence to accepting experienced City government managers on a temorary basis -- free to the corporation -- to help manage the CACC while a national search for a permanent Executive Director continues. Therefore, for the good of the corporation, you are being replaced as a Director.
