What Makes an Effective Shelter?
Compassion, Competence, and Commitment. Everything the AC&C lacks. The AC&C is structured to be dependent on and obey the Department of Health which has no interest in ensuring the humane treatment of animals.
Shelters that have been transformed into a humane and successful systems have one thing in common: a skilled and charismatic chief executive who has both the ability and independence to effect reform and a board of directors committed to animal welfare. Unfortunately, as an ignored stepchild of the DOH, the AC&C lacks that quality of leadership. But this can change with public awareness of the problem and demands for reform. |
